An Okanagan deck ages faster than most homeowners expect. Kelowna gives a deck hot dry summers with heavy UV, a real freeze and thaw cycle, and in a lot of neighbourhoods a full afternoon of unshaded west sun. Twenty year old framing here has been through a lot.

The question almost every Kelowna homeowner reaches eventually is whether to resurface what is there or tear it out and start again. That decision is not about how the deck looks. It is about what is underneath.

The five minute inspection that decides it

Do this before you get a single quote. Bring a flashlight, a screwdriver and old clothes.

1. Probe the ledger board. The ledger is the board bolted to your house that carries one whole edge of the deck. Get underneath and push a screwdriver into it, especially at the ends and anywhere near a downspout. If it goes in easily, that is rot, and the ledger is the single most safety-critical piece of a deck. A rotted ledger is not a repair item, it is a stop-work item.

2. Look at how the ledger was flashed. You want to see metal flashing tucked behind the house cladding and lapped over the top of the ledger. If you see a board bolted flat to stucco or siding with no flashing at all, water has been running down behind it for years. This is the most common serious defect on Okanagan decks built before roughly 2005.

3. Check the post bases. Posts sitting directly on soil, or on a pad with no standoff, wick water up into the end grain. Probe the bottom six inches of each post.

4. Check the joists at the outer band. The outside edge and the joist ends take the most water. Soft, dark or spongy is rot. Grey and checked but hard is just weathering.

5. Bounce on it. Real deflection, springiness at mid span, or any sway when you push sideways at the railing points to undersized joists, missing blocking, or a missing lateral connection.

How to read your results

  • Framing sound, surface tired: you are a resurfacing candidate. This is the majority of 1995 to 2010 Kelowna decks.
  • Isolated rot, framing otherwise good: targeted repair plus resurfacing. Replacing three joists and a band board is normal and not expensive.
  • Ledger rot, widespread joist rot, or undersized framing: rebuild. Resurfacing over failing structure just puts an expensive new lid on a bad problem.

For a common 300 square foot Kelowna deck, that works out to roughly $3,600 to $6,000 to resurface, versus roughly $13,500 to $27,000 to rebuild from the footings up. That gap is why the inspection above is worth doing carefully.

The water envelope question

If there is anything underneath your deck that you care about staying dry, a patio you use, storage, or actual living space, this stops being a surfacing decision and becomes a roofing decision.

A deck over occupied space is a roof. It needs a continuous waterproof membrane, correct slope to drain, proper detailing at the perimeter and at every post penetration, and a plan for where the water goes once it gets to the edge. The tell that you already have a problem: staining on the ceiling or the wall directly under the deck, efflorescence on the concrete below, or a musty smell in the space underneath after a rainy stretch.

The City of Kelowna requires a building permit for a deck above a defined height off grade, and any rebuild that changes the structure will need one. Straight resurfacing of an existing structure generally does not. If a contractor tells you a full rebuild does not need a permit, get a second opinion, because the permit is also what gets the ledger and footings inspected by somebody other than the person who built them.

Timing it for the Okanagan

Kelowna's building season is long, and vinyl membrane work in particular is temperature sensitive at the adhesive stage. Practical scheduling notes:

  • Spring is the busiest window. Everybody looks at their deck the first warm weekend in April, and by then good crews are booked into summer.
  • Late summer and fall are genuinely good times to book. The weather is stable, the rush is over, and you go into winter with the structure sealed rather than open.
  • Do not resurface in shoulder season cold. Ask the contractor what their minimum installation temperature is for the specific product.

Five questions to ask any Kelowna deck quote

1. Did you get under the deck and probe the ledger and joist ends, or did you quote from the top?

2. What exactly is included if you find rot once the old surface is off? Is there an allowance, or does it become a change order?

3. What is the warranty, and is it split between the material warranty and your workmanship warranty?

4. If the deck is over living space, how are you detailing the perimeter and the post penetrations?

5. Is the railing quoted to current code height and infill spacing?

That last one matters more than people think. A railing that was legal in 1993 may not meet current requirements, and if you are opening the deck up anyway, that is the moment to bring it current.

Can I put new decking straight over old boards?

Over sound framing, a vinyl membrane system needs a proper continuous substrate, not old spaced boards. The old surface generally comes off. Anyone quoting a laminate over top of gapped deck boards is skipping a step.

Product warranties vary and the real-world answer depends heavily on the quality of the details at edges, penetrations and the ledger. Sun exposure here is hard on everything, so ask specifically about UV performance and what the warranty covers versus excludes.

It shows water spots, and you will clean it. In exchange you keep the view, which on a lake-view or valley-view lot is usually the entire point of the deck. Framed glass hides marks better than topless glass. It is a genuine trade-off, not a wrong answer.

Should I just repair it and sell?

A visibly failing deck is a negotiating lever for a buyer, and a home inspector will find a rotted ledger. A resurface with sound framing usually presents well. Papering over structural rot does not, and it can follow you.
