Foundation Options for a Manufactured Home in Lake Country and What Each Costs
Buyers choosing a modular home usually spend weeks on floor plans and about ten minutes on the foundation. That is backwards. The foundation decision affects the purchase price, the financing, the frost performance, the storage you get, the resale, and in some cases whether the local building department will issue a permit at all.
It is also the decision that is effectively permanent. You can change your kitchen. You cannot change your foundation.
Here is what the realistic options are in Lake Country and the surrounding Central Okanagan, and what separates them on cost.
First, the thing that governs everything: frost depth
Every foundation in this valley has to get its bearing below the frost line, or be designed so that frost cannot heave it. That is not a formality. A footing placed too shallow will lift in winter and settle in spring, and it will do it unevenly, which is how doors stop closing and drywall joints crack.
Confirm the required footing depth for your specific parcel with the local building department before you compare quotes, because a quote that assumes a shallower footing than your lot requires is not a cheaper quote, it is a non compliant one.
The other local factor is soil. Central Okanagan lots range from clean granular material that bears well and drains freely to clay and silt that does neither. Which one you have determines footing sizes, and on some lots it determines whether an engineered design is required. This is what the geotechnical report is for.
Option 1: Pier and pad
Concrete pads poured below frost depth with piers or posts carrying the steel chassis of the home, with skirting around the perimeter to close it in.
Where it makes sense: the lowest cost route to a compliant, permitted installation. It suits flat lots, smaller homes, and situations where budget is the binding constraint.
What you give up: no usable space underneath, only a crawl area. Skirting is a weather closure, not a wall, so plumbing in the belly of the home relies on heat tape and insulation rather than an enclosed conditioned space. That works, but it is a maintenance item and a freeze risk in a cold snap.
Financing note worth checking early: some lenders and some insurers treat a home on piers differently from one on a permanent perimeter foundation. Ask your lender the question before you commit to the design, not after.
Option 2: Perimeter foundation with a crawlspace
A continuous concrete footing and stem wall around the perimeter, with the home set on it and an enclosed, insulated crawlspace beneath.
Where it makes sense: this is the sensible default for most permanent placements in Lake Country. It costs meaningfully more than pier and pad, and it buys you a real, enclosed, protected space for services.
What you get for the money: plumbing and ductwork in a conditioned or semi conditioned space instead of exposed underbelly. Far better frost and freeze protection. A cleaner appearance without skirting. Easier service access. Generally, the treatment lenders and appraisers are most comfortable with, because the home reads as permanently affixed real property rather than a chattel.
What to specify: a proper ground vapour barrier over the crawlspace floor, perimeter drainage, insulation at the walls rather than only in the floor above, and access that a person can actually work in. A 450 millimetre crawlspace that nobody can enter guarantees that nothing under the house will ever be maintained.
Option 3: Full basement
A poured basement wall to full height, creating living or storage space under the home.
Where it makes sense: where the lot slopes enough to allow a walkout, where you want the extra square footage at the lowest cost per foot on the property, or where you are planning a suite.
Cost reality: the most expensive of the three by a wide margin, because it is more excavation, more concrete, more steel, a slab, stairs, and then the interior finishing if you intend to use it. But it is also the cheapest square footage on the entire project. Finished basement space costs a fraction of what the equivalent area costs in the modular structure above it.
The slope bonus: on a sloped Lake Country lot, a basement is often close to free structurally, because you are already excavating into the hill to get a level pad. The retaining you would have done anyway becomes a wall you can live behind. This is why the same basement is a bargain on one lot and an extravagance on the flat lot across the street.
What to watch: water. A basement on a lot with a high water table or poor drainage needs a properly designed drainage and waterproofing system, and that is not the place to accept the cheapest quote.
The comparison that actually matters
Ranked from least to most expensive: pier and pad, then perimeter crawlspace, then full basement. The spread between the first and the last is large enough to buy a meaningful upgrade elsewhere in the project.
But cost per unit of value flips the order. A basement on a sloped lot delivers the most usable space per dollar spent of anything you will build. Pier and pad delivers no space at all. If your budget forces pier and pad, that is a legitimate answer. If your budget merely makes you flinch at a crawlspace, look again, because the crawlspace is usually the better long term decision.
How the foundation affects resale
This is the argument that persuades people who are unmoved by frost mechanics.
A CSA Z240 certified modular home on a permanent perimeter foundation, permitted, inspected and with occupancy, is a house. It appraises as a house, it is financed as a house, and it sells to the same buyer pool as any other house on the street.
The further you move away from that, the narrower the buyer pool and the lender pool becomes. That is a real, quantifiable resale effect, and it typically exceeds the money saved on the foundation.
Getting the foundation quoted properly
Ask each quote to be explicit about:
- Excavation and disposal, and whether imported fill is included or an allowance.
- Footing depth, and confirmation it meets the local requirement for the parcel.
- Whether an engineered design is included, and whether the geotechnical report has been read.
- Perimeter drainage, damp proofing or waterproofing, and where the drainage discharges.
- Insulation, at the wall or in the floor above, and to what value.
- Anchoring and the connection detail between the foundation and the home, which is code specified and is not optional.
- Backfill and rough grade.
- Who coordinates the crane and set day against the foundation cure schedule.
That last point causes more scheduling pain than any other. Concrete needs time. A set date booked without regard to the cure schedule is a set date that will move.

Can I start with piers and add a foundation later?
Technically it is possible, practically it is a rebuild. Lifting a set home, building underneath and re setting it costs far more than doing it once. Decide now.
Does the foundation type change my property taxes?
Assessment considers the improvement as a whole. A permanently affixed home on a full foundation with finished basement space is a larger improvement than a home on piers, so yes, indirectly.
Do I need an engineer?
On a flat lot with good soil and a standard design, often not. On slope, on poor or unknown soil, or where the design departs from a prescriptive solution, yes. Your building department and your geotechnical report will decide this, not your budget.
How long does the foundation take?
Excavation, forming, pouring, cure, stripping, drainage, damp proofing and backfill is a multi week sequence in good weather and longer in cold. Build the schedule around it rather than around the factory date.
Can a crawlspace be used for storage?
An insulated, vapour sealed, properly drained crawlspace can take light dry storage. Treat anything you put down there as being in an outdoor shed, not a basement, unless it is conditioned.
