What Site Prep Costs Before a Manufactured Home Arrives in the Central Okanagan

The price on a modular home model sheet is the price of the house. It is not the price of the house standing on your land, connected, permitted and habitable.

The gap between those two numbers is site preparation, and it is the single most common source of surprise for buyers in Lake Country, Kelowna and Vernon. The house is a fixed, factory-controlled cost. The site is the variable, and the variation between two lots on the same road can be substantial.

This is a guide to what actually sits in that gap.

Why the same house costs different amounts on different lots

A factory-built home is priced like a product. Site work is priced like construction, which means it is priced from conditions.

Three lot characteristics do most of the damage or most of the saving:

Slope. A flat pad needs a modest amount of cut and fill. A sloped Okanagan hillside lot needs engineered grading, often a retaining structure, and a longer, steeper driveway. Slope is the reason two identical Dragonfly or Jackpine placements can differ by a five-figure sum.

What is under the topsoil. The Central Okanagan is not uniform. Some lots are clean sandy gravel that excavates easily and drains beautifully. Others hit glacial till, hardpan, or rock within a metre. Rock means hammering or blasting, and blasting means a permit, a blasting contractor, pre-blast surveys of neighbouring structures, and a schedule.

Distance to services. A lot with municipal water and sewer at the property line is a short trench. A rural Lake Country or Vernon acreage needs a well or a water connection run a long way, and a septic system rather than a sewer hookup. Every extra metre of trench is money.

The line items, in the order they happen

1. Survey and site plan. Before anything moves, you need a current survey establishing lot lines, setbacks and the building envelope, and a site plan showing where the home, driveway, services and any septic field will sit. This is a small line item that prevents very large ones.

2. Geotechnical assessment. Required on many sloped or unknown lots, and often required by the building department before a permit. It tells the foundation designer what the soil will bear and whether the slope is stable. Skipping it where it is warranted is how projects get halted mid-excavation.

3. Clearing and demolition. Tree removal, stump grinding, brush disposal and, on a redevelopment lot, removal of an existing structure. In the Central Okanagan, tree removal is often subject to municipal bylaws, so confirm what you are allowed to take down before you budget for taking it down.

4. Excavation and grading. Cut and fill to create a level pad, plus the rough grading that will eventually shed water away from the home. Where fill is required, imported structural fill is a real cost, and so is compaction testing.

5. Foundation. Covered in detail in a separate guide, but it belongs in the site budget rather than the house budget. Options range from a pier and beam system through a full perimeter foundation to a poured basement, and the spread between them is wide.

6. Water. Either a connection to municipal supply, which means a trench, a service line, a meter and a connection fee, or a drilled well, which means a driller, an unknown depth, a pump, a pressure system and water testing. A well is the classic open-ended item on a rural Okanagan lot because nobody can tell you the depth in advance.

7. Sewer or septic. A municipal sewer connection is a trench and a connection fee. A septic system on an unserviced lot requires a percolation or soil assessment, a design by an authorized person, installation of tank and field, and filing. On tight, rocky or high-water-table lots, a conventional gravity field may not be possible and an engineered or pressurized system is required, which costs considerably more.

8. Power, gas and communications. Trenching and conduit from the property line or the nearest pole, a service mast or pedestal, and utility connection charges. Overhead versus underground makes a difference, and so does distance.

9. Access and the crane day. This is the item people forget entirely. Modules arrive on trucks and are set by crane. That requires a route the trucks can physically negotiate, a staging area, and a pad the crane can set up on. Narrow rural roads, low branches, tight corners and soft ground all add cost. On a difficult site the crane and set day is a meaningful budget line on its own.

10. Driveway and parking. Base preparation plus gravel or asphalt. Length and slope drive it.

11. Stitching, finishing and utility hookups after the set. The modules are joined, the roof and exterior are closed in at the seams, and the plumbing, electrical and mechanical are connected between modules and to the services. This is scheduled work with a crew, not an afternoon.

12. Landscaping, drainage and occupancy items. Final grade away from the foundation, perimeter drainage, walkways, steps, guards on any deck above the threshold height, and whatever the building department requires before it will issue occupancy.

The permits that gate the schedule

In the Central Okanagan you are typically dealing with a building permit, a plumbing permit, an electrical permit, a driveway or access permit where the driveway meets a public road, a septic filing where applicable, and possibly a development permit if the property sits in a hazard, hillside or environmental development permit area.

Development permit areas are worth checking early. A large amount of hillside land in Lake Country and West Kelowna is inside one, and it adds a professional report and a review cycle before the building permit is even in play.

How to get a site cost you can trust

The honest answer to "what does site prep cost" is that nobody can tell you from a postal code. What they can do is quote it properly, and that means:

  • A site visit by whoever is going to do the excavation, not a phone estimate.
  • The geotechnical report in hand, if one is required.
  • Confirmation of where water and sewer actually are, from the municipality, not from the listing.
  • A written scope that names what is included and, more importantly, what is excluded. Rock, imported fill, well depth beyond a stated allowance and utility connection charges are the four most common exclusions.
  • Allowances stated as allowances, with a mechanism for what happens when the real number is known.

A site quote with no exclusions listed is not a more generous quote. It is a less complete one.

Sequencing that saves money

Order the work so that discoveries happen while they are still cheap to respond to. Survey and geotechnical before design is finalized. Services located before excavation is scheduled. Excavation and foundation complete and inspected before the factory build slot is confirmed, because a house arriving before its foundation is ready is an expensive storage problem.

Factory build times are short compared with site work. A common and avoidable failure is a home finishing in the factory while the site is still three months from ready.

Frequently asked questions

Is site prep cheaper for a modular home than a stick-built one?

The site work itself is broadly similar. The saving with modular is on the house, the schedule and the weather exposure, not on the excavation.

Can I do some of the site work myself?

Owners commonly handle clearing, landscaping and sometimes the driveway. Anything requiring a permit, an engineered design or an inspection should be done by the qualified trade, and your building department will tell you which is which.

When should I budget for a well versus municipal water?

Confirm with the municipality before you buy the lot. This is the item most likely to change a project's viability, and it is knowable in advance.

Does winter change the cost?

Yes. Frozen ground, frost protection, snow removal and shorter working days all add. Excavation and foundation in the shoulder seasons is usually the value option in the Central Okanagan.

How much contingency should I hold?

Hold a real one, held against the site budget rather than the house budget, because the site is where the unknowns live.
