October's building permit records are now public for three Okanagan jurisdictions. Each publishes its data differently, so the numbers below are not directly comparable: West Kelowna's map lists permit files by the date they were entered, Penticton posts weekly reports of issued permits, and the Regional District of Central Okanagan (RDCO) publishes approved permits for its rural electoral areas.
West Kelowna: 44 permit files, 34 already issued or closed
West Kelowna's public permit map lists 44 permit files entered in October, five fewer than September's 49. By November 3, 25 of them had been issued and nine had already been finaled. Five were ready for issuance, four were in plan check and one was pending.
- Home alterations: 23 files, the largest group.
- Poly-B to PEX: eight files. West Kelowna records the replacement of polybutylene water piping as its own permit type.
- Pools: four. Garages and accessory buildings: two.
- New homes: three files for new residential buildings, two single houses and one in the City's multi-unit category, which covers buildings from duplexes up to apartments. One more file converts a single house into multiple dwellings.
- Non-residential: a new storage and warehouse building (ready for issuance) and alterations to a day care and an office (both in plan check).
West Kelowna does not publish declared values or street addresses in this data. OKTD's West Kelowna roundup counts permits by the date the City issued them, so its October figure differs from the number of files entered.
Penticton: 37 permits and $8.1 million in three weeks
The City of Penticton's weekly reports list 37 permits issued between October 1 and October 23, with $8.1 million in declared value. These reports include plumbing, fire-protection and solar permits and permits applied for online, alongside building permits.
- Largest: a new single-family house on Sutherland Rd, with a declared value of $3.0 million, issued October 8.
- 251 Comox St: a $1.86 million residential plumbing permit, issued October 20, at the site where a 146-unit multifamily building was permitted in May.
- 170 Warren Ave W: three permits on October 6, for mechanical work on new construction ($893,390), fire suppression ($249,000) and a fire alarm, at the site where a 103-unit multifamily addition was permitted in June.
- Commercial interiors: 2007 Main St ($325,000 tenant improvement plus a $36,000 plumbing permit), 105-123 Front St ($275,000 tenant improvement plus plumbing and fire-suppression permits) and 109-2210 Main St ($250,000).
- Carriage houses: two, on Abbott St and Bennett Ave, each with a declared value of $250,000.
The report for October 26 to 30 had not been posted when this article was prepared. OKTD's Penticton roundup counts the same permits as the City's weekly reports.
Rural Central Okanagan: seven permits, no new houses
RDCO approved seven permits in its rural electoral areas between October 7 and October 28, with $137,900 in declared value. Five are for wood-burning appliances. The others are a secondary suite on Highway 33 ($70,000), where the record names Red Canoe Custom Homes as contractor, and a garage on Firwood Rd ($25,000). No new house was permitted in October, after eight in August and September combined. See the rural Central Okanagan records.
Still waiting on October
- Kelowna: the City's public data currently runs to September 23. Kelowna's latest month.
- North Okanagan: the regional district's monthly reports run through September. North Okanagan records.
- Lake Country: the District's public permit map has no records after June 5.
A permit is approval to build, not proof that work has started. Values are declared construction values. For homes, OKTD shows the street name only.
